We here in North West Pennsylvania are fortunate enough to live in an area that has some of the shallowest water tables in the country, couple that with (typically) heavy clay soil  with extremely poor drainage properties… you can see where this is going.

    That’s not even to mention the extreme levels of precipitation our little slice of heaven can have during the winter and spring months. When the snow starts melting off and the rain starts coming down, more often than not in our area the water has no way of soaking intro the ground beyond the top 3”-6” of top soil, running into either impenetrable clay or an already high water table. So it remains on the surface as it makes its way downward to our many creeks and streams. All of that water near the surface adds up to wet and soggy backyards across the area.
